If you find a stray dog, first of all make sure the owner is not already around!! It is surprising the amount of dogs that may be in the vicinity of the dog running free. Ask anyone nearby about the dog.
See if there is a collar and tag to find an owner's phone number to ring. Of course, be careful that the dog is not aggressive - it may be scared because of the situation he finds himself in.
If not, then find a safe place for the dog and contact your local authority. For countries without this system try ringing your local rescue centre who maybe able to advise on procedure.
